The Speaker of the House, Rt. Hon. Abbas Tajudeen presided.
After the recitation of the First stanza of the National Anthem, the National Pledge and opening prayer, the Speaker approved the votes and proceedings of Tuesday, July 1st, 2025.
ANNOUNCEMENTS:
- The Clerk of the House reminded Honorable Members that the National Assembly open week commences from Tuesday, 8th July 2025 and runs through to Thursday, 10th July 2025. In line of this, there will be no plenary during the period. The event is themed and aims to create better awareness, synergy, increase civic participation as well as to build and strengthen trust between citizens and government. All Members are therefore urged to fully participate.
- Hon. Aliyu Misau announced that the House Committee on Light Weapons will be holding an event on Wednesday, July 9th, 2025 at Conference Room 028.
- Hon. Bamidele Salam announced that the House Committee on Public Accounts will be hosting a National Conference on Public Accounts on Monday, July 7th, 2025.
PETITIONS:
- Hon. Hussaini Jallo laid a petition on alleged disruption of public services
- Hon. Jesse Onuakalusi laid 3 petitions on behalf of 3 different complainants:
I. The first is against the Nigeria Petroleum Company on alleged non-compliance with certain sections of the Petroleum Industry Act.
II. The second is against a petroleum company in Delta state on alleged unlawful nomination of an individual to replace a wrongfully dismissed one.
III. The third is against a mining company in Delta state on alleged gross marginalization, environmental degradation and neglect of the community citizenry due to the non-implementation of agreed corporate social responsibilities.
- Hon. Awaji Dagomie Abainte laid a petition on alleged wrongful dismissal from service after putting in 34 years and 7 months. He prayed the House for reprieve.
- A petition was laid on behalf of a complainant against the University of Clalabar on alleged unlawful termination of his appointment. He asked the House to intervene.
- Hon. Mukhtar Zakari laid a petition on behalf of a community on alleged brutal killing of their indigenes while in Benue state.
- A petition was laid on behalf of a complainant against Aso savings on alleged unjustified and illegal possession of his property by the Economic and Financial Crimes Commission (EFCC) through Aso savings.
All petitions were referred to the House Committee on Public Petitions
MATTERS OF URGENT PUBLIC IMPORTANCE:
- Hon.Khadija Bukar moved a motion on the incessant and multiple attacks by ISWAP on some communities in Yobe state and it was seconded by Hon. David Agada. Hon. Khadija in leading the debate expressed great concern at the escalating attacks that has resulted in large displacements and disruptions of public life. She condemned these attacks and expressed her condolences to the victims. She called on the federal government and the military to increase surveillance and intelligence gathering in order to flush out the perpetrators and bring the attacks to a halt. Hon. Khadija also called on the National Emergency Management Agency, the North East Development Commission (NEDC) as well as the Ministry on Humanitarian Affairs to provide immediate relief to the victims. The motion was voted on, adopted and referred to the House Committee on Defense, Emergency and Disaster Preparedness, NEDC as well as to that on Humanitarian Affairs.
- Hon. Enwo Igariwey moved a motion on the gruesome murder of 13 Ebonyi indigenes in a community in Anambra state and it was seconded by Hon. Chinedu Ogah. Hon. Enwo in leading the debate stated that the attacks occurred while the community in Ebonyi state were observing their monthly town hall meeting. He expressed worry that if not quickly resolved, it could lead to reprisal attacks which could have the spiral effect of lingering inter-state clashes. Hon. Enwo called on the Inspector General of Police and Heads of security agencies to apprehend the perpetrators and restore peace to the restive community. The motion was voted on, adopted and referred to the House Committee on Police Affairs as well as to than on National Security.
- Hon. Gana Audu moved a motion on the need to address the effects of devastating floods in Mokwa, Niger state and one in Kwara state and it was seconded by Hon. Gaza Gbwefwi. Hon. Gana in leading the debate stated that the disaster claimed over 500 lives, over 600 people remain missing and are presumed dead. The disaster he stated also claimed countless houses, farmlands and socioeconomic structures. He however praised President Bola Ahmed Tinubu, Governor Umaru Bago and all well meaning Nigerians that contributed to the relief effort for the victims. He stated that dilapidated rain terminals and structures contributed in channeling the force of the water to the devastated areas. Hon. Gana expressed worry that if urgent steps are not taken, there may be outbreak of communicable diseases within the affected communities. He called on the federal government to improve flood control measures and that the Nation Emergency Management Agency should ensure relief gets to the affected communities to avoid the outbreak of diseases. Hon. Gana called on the House Committees on Emergency and Disaster Preparedness as well as that on Legislative Compliance to ensure compliance. The motion was voted on, adopted and referred to the House Committee on Emergency and Disaster Preparedness.
- Hon. Muktar Zakari moved a motion on the need for immediate intervention concerning a fire outbreak that destroyed a popular electronic device/ gadgets market in Kano state and it was seconded by Hon. Saidu Yusuf. Hon. Zakari in leading the debate stated that the fire occurred on Friday, June 16th, 2025 and destroyed a reputable market that serves as the backbone for supplying devices likes phones and computers to Northern Nigeria as well as Niger and Chad. He called on the National Emergency Management Agency to provide aid for the affected and displaced traders. Hon. Zakari also called for the construction of suitable fire stations in such strategic markets and that the affected market which costs over 50 Billion Naira in worth should be rebuilt. He further called on the House Committee on NEMA to investigate the incident. An amendment was proposed to the prayer of the motion to remove the sum of over 50 Billion Naira as the cost of reconstruction, so that the actual price can be independently evaluated. The motion was voted on, adopted as amended and referred to an Ad-Hoc Committee to be constituted in due course.

Hon. Julius Ihonbvere moved for the second reading of the Bill and it was seconded by Hon. Kingsley Chinda. Hon. Chinda and Hon. Awaji Dagomie Abiante however expressed concern as the Senate do not give due concurrence to House Bills referred to it. Hon. Abiante suggested stepping down the Bill in response.
Hon. Ahmed Jaha in his contribution called on the House Committee on Rules and Business to liaise with the Senate Rules and Business, if not, the House will stop compromising its self at its detriment.
The Presiding Speaker also expressed sadness at the attitude from the Senate as over 156 House Bills are held up in the Senate. He however called for the passage of the current Bill, but agreed that henceforth the House will act according to the wishes of Members on this issue.
Hon. Chinedu Ogah also queried the attitude of the Senate and stated that it risks the harmonious relationship with the House, which will lead to frustrating Legislative processes.
Hon. Ahmed Satomi also called for the suspension of passing Senate Bills until the Senate begin reciprocating concurrence on House Bills.
Hon. Kingsley Chinda then sought the Bill to be stepped down. The Bill was then stepped down after a vote to the effect by Members.

- Rehabilitation of Jere to Kurmin Jibrin Road and Kachia to Kwoi Road to Provide Alternative Routes to Travelers in Kaduna State:

The House:
Notes that the Federal Government recently re-awarded the contract for the reconstruction of Abuja–Kaduna Highway, which is expected to cause significant traffic congestion and delays for motorists;
Aware that the Jere to Kurmin Jibrin and Kachia to Kwoi roads serve as important alternative routes within Kaduna State and neighbouring areas, providing critical connectivity for travellers, local communities and economic activities;
Also notes that the roads have suffered prolonged neglect, inadequate maintenance, and harsh weather conditions, resulting in severe deterioration, posing safety risks to motorists and hampers the movement of motorists and travellers;
Concerned that the ongoing reconstruction of the Abuja-Kaduna highway will worsen traffic congestion, making it imperative to develop and rehabilitate alternative routes to ensure smooth and safe vehicular movement;
Cognizant that the rehabilitation of Jere to Kurmin Jibrin and Kachia to Kwoi roads will alleviate traffic congestion, improve road safety, reduce travel time, stimulate local economic growth, and enhance community welfare.
Resolves to:
(i) urge the Federal Ministry of Works, the Federal Roads Maintenance Agency (FERMA) and North–West Development Commission to Rehabilitate Jere to Kurmin Jibrin and Kachia to Kwoi roads, address potholes, erosion, and other infrastructural deficiencies;
(ii) also urge the Federal Ministry of Works to prioritise these road rehabilitation projects as essential alternative routes during the Abuja-Kaduna highway reconstruction to mitigate traffic congestion and include it in the 2026 budget estimates;
(iii) mandate the Committee on Works and North–West Development Commission to ensure compliance.
