ANNOUNCEMENTS:
- Defection of Honorable Members:

- The National Assembly will be proceeding on a short break to mark the Sallah holidays as well as the June 12 (Democracy Day) celebration after plenary of Wednesday, May 28th, 2025 and will reconvene on June 17th. All Committee meetings and oversight activities will however still be conducted during the break.
- The Clerk of the House announced that the Ad-Hoc Committee on Rivers state governance will meet at the Leader’s Meeting Room on Thursday, May 29th, 2025 by 14:00.
- The Presiding Deputy Speaker announced that Members of the House Committee on the Review of the Constitution are to meet by 15:00 at Meeting Room 447.
PETITIONS:
- Hon. Femi Bamisile laid a petition on behalf of a complainant on alleged withholding of his pension and other retirement benefits.
- Hon. Eugene Okechukwu laid a petition on behalf of a complainant on alleged unwarranted arrest, intimidation and false accusations.
Both petitions were referred to the House Committee on Public Petitions.
MATTERS OF URGENT PUBLIC IMPORTANCE:
- Hon. Alhassan Ado-Doguwa moved a motion on the windstorm that ravaged homes and communities in Doguwa/Tudunwada federal constituency of Kano state and it was seconded by Hon. Femi Bamisile. Hon. Ado-Doguwa in leading the debate called for the quick intervention of the National Emergency Management Agency (NEMA) to conduct a comprehensive assessment and provide relief materials to the victims. The windstorm he stated occurred on May 23rd, 2025 and wreaked havoc to the communities. Hon. Ado-Doguwa stated that some lives were lost in the tragic incident and several private and public infrastructure were destroyed leaving thousands helpless. He further called on the House Committee on Disaster Preparedness to ensure compliance. The motion was voted, adopted and referred to the House Committee on Emergency and Disaster Preparedness.
- Hon. Yusuf Datti moved a motion on the need for intervention on the destruction in some communities of Kano state and it was seconded by Hon. Matthew Nwogu. Hon. Datti in leading the debate stated that the destruction was as a result of rain and wind storms that destroyed markets, houses and schools and it has brought the socioeconomic livelihood of residents to a halt. He called on NEMA to immediately assess the level of damage to the communities and provide sufficient assistance to the affected communities. Hon. Datti further called on the Ministry on Humanitarian Affairs to provide logistical support for the rehabilitation of the victims. The motion was voted on, adopted and referred to the House Committee on Emergency Disaster and Preparedness.
- Hon. Aliyu Abdullahi moved a motion on the need to investigate the alleged unethical practices in the disbursement of student loans and ensure proper adherence to the provisions of the Students Loans Act and it was seconded by Hon. Amos Magaji. Hon. Aliyu in leading the debate stressed the need for thorough investigation into the student loans disbursement process in order to ensure the students gain due access to the interest free loans. He stated that the loan scheme was set up to aid students pursue their studies without financial hitches. He however bemoaned that the National Orientation Agency has stated that there seems to be some alleged breach of the Student Loans Act 2024 by disbursement to unqualified students, disbursement to students who have already graduated and denial of access to some qualified students amongst many other such violations. Hon. Aliyu called on the relevant authorities to ensure strict adherence to the provisions of the Act and that the House Committee on Student Loans and Bursaries, Banking and Axilary matters should ensure compliance and report back to the House within 4 weeks. The motion was voted on, adopted and referred to the House Committee on Student Loans and Bursaries, Banking and Axilary matters, University Education as well as that on Anticorruption.
- Hon. Kingsley Chinda moved a motion on the need to investigate the poor state of Nigerian Missions abroad particularly that in the United States of America and it was seconded by Hon. Mitema Obordor. Hon. Chinda in leading the debate expressed concern at the poor state of Nigerian Missions abroad as this portrays Nigeria in poor light. He stated that the Mission in New York where Members visited recently is indeed in a poor state and needed the aid of a patriotic Nigerian to give it a facelift. Hon. Chinda stated that these Missions critically need rehabilitation as they serve as strategic tools for diplomatic relations-development between Nigeria and other countries, also considering the fact that New York hosts several other International Organizations such as the United Nations. He further expressed worry at the news that the staff of these Missions are allegedly owed months in salaries and allowances which will definitely affect the work ethics of such staff. He urged the Federal Government, Ministry of Foreign Affairs as well as the Office of the Accountant General of the Federation to ensure the uplift of the Missions and due payments are made to the staff. He further called on the House Committee on Foreign Affairs as well as the Nigeria-United States of America Friendship Group to ensure compliance and report back to the House in 4 weeks. The motion was voted on, adopted and referred to the House Committee on Foreign Affairs as well as the Nigeria-United States of America Friendship Group.

- Need to Map out a Reintegration Plan for Internally Displaced Persons in the Country:

Observe that as of April 2024 the internally displaced persons in Nigeria were estimated at about 3.3 million persons living in over 300 camps across Benue, Kaduna, Kano, Katsina, Kogi, Nasarawa, Niger, Plateau, Sokoto, and Zamfara States;
Notes that visitations by humanitarian organizations and government agencies to these camps are immersed with calls for improved welfare, feeding, and security of the displaced persons in these over 300 camps;
Also notes that there has to be a plan on how to prepare these persons who had been forced out of their homes and subjected to living conditions lower than they are used to psychologically, emotionally, and physically to reintegrate them back to a normal standard of living;
Worried that if the displaced persons, most of whom are women and children, are returned home after relative peace is restored in their communities without a structured reintegration plan that would be providing cash assistance, food and clothing, and psychological and emotional counseling and support, it would amount to insensitivity to their plight and, at most, abandonment;
Resolves to:
(i) urge the Federal Ministry of Humanitarian Affairs and Poverty Reduction and the National Emergency Management Agency (NEMA) to conduct an assessment of the situation in the IDP camps across the country and draw up a reintegration plan for IDPs;
(ii) also mandate the Committee on Emergency and Disaster Management to ensure compliance.

Hon. Felix Nwaeke moved the motion on the need to map out a reintegration plan for Internally Displaced Persons in the Country and it was seconded by Hon. Terseer Ugbor.
Hon. Julius Ihonbvere in contributing to the debate called for a wholistic assessment of the location and plights of the IDPs and proposed an amendment calling for more widespread collaboration between the relevant MDAs to ensure a proper reintegration plan for the IDPs. The motion was voted on, adopted as amended and referred to the House Committee on Emergency and Disaster Preparedness as well as that on State and Local Government.
- Need to Establish a Mobile Police (MOPOL) Camp and Civilian JTF at Guga Ward, Bakori Local Government Area, Katsina State:

Notes the increasing cases of insecurity in Guga and Kandarawa Wards, Bakori Local Government Area of Katsina State, characterized by banditry, kidnappings, armed attacks, and general lawlessness;
Also notes that Guga and kandarawa Wards, due to their vast and porous landscape, has become vulnerable to criminal elements exploiting the lack of a robust security presence;
Aware that communities in and around Guga and Kandarawa Wards were attacked, in Unguwar Labo seventeen (17) persons were abducted, two (2) killed, and five (5) injured, while in Unguwar Galadima cattle and sheep were rustled, at Rinji village 2 persons were abducted and cattle rustled;
Disturbed that Danbawa village has been taken over by bandits, in Unguwar Mai-Kalangu and Gidan Sarkin Noma nineteen (19) people were abducted while Sabon Layin Kakumi and Yar Dabaro, all in Guga Ward, suffered relentless attacks leading to loss of lives, destruction of farmlands, internal displacement, and general socio-economic instability;
Worried that lack of a Mobile Police Camp in Guga Ward has hindered response to distress calls and increased violence, necessitating the establishment of a dedicated camp;
Also aware that Section 14(2) (b) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) provides that the security and welfare of the people shall be the primary purpose of government;
Cognizant of the need to establish a dedicated MOPOL Camp in Guga Ward to serve as a deterrent and intervention in the fight against insecurity, restoring peace and confidence of residents;
Resolves to:
(i) urge the Inspector General of Police to establish a Mobile Police (MOPOL) Camp in Guga Ward, Bakori Local Government Area of Katsina State and provide necessary funding and logistics support for the successful operation of the camp;
(ii) also urge the National Emergency Management Agency (NEMA) and other humanitarian bodies to assess the humanitarian situation and provide relieve materials to the displaced persons in the affected communities; and
(iii) mandate the Committee on Police Affairs to interface with the Nigeria Police Force and relevant authorities to fast-track the establishment and deployment of Police personnel to the proposed MOPOL Camp.

Notes Access to banking services is crucial for economic growth, financial inclusion, and citizen empowerment and every federal constituency in Nigeria deserves to have at least one functional and secure banking institution, however, banking operations in Odo-Otin/Ifelodun/Boripe Federal Constituency have been suspended due to violent robbery attacks;
Recalls that on February 12, 2016, ten people were killed in a coordinated robbery of Skye Banks (now Polaris), First Bank, and Union Bank-in Ikirun, similarly on the 28 September 2021, another attack on Wema Bank in Iragbiji, Okuku and Iree left four persons dead, thereby escalating insecurity across Odo-Otin/Ifelodun/Boripe Constituency;
Aware that the constituency with a population exceeding 800,000 across 540 km, is served by only six police divisions, around 420 personnel and one functional patrol vehicle grossly inadequate for its security needs;
Also aware that Section 33(1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) guarantees citizens the right to life and security, which the government is obligated to uphold;
Worried that the closure of the Bank has resulted in residents having to travel 30-50 kilometers to Osogbo for basic financial services, causing increased hardship and risk.
Conscious that the absence of banks undermines economic growth and worsens financial exclusion, with long-term implications for livelihoods and development;
Resolves to:
(i) urge the Federal Government to establish and implement a robust and sustainable security architecture to curb persistent armed robbery attacks, thereby enabling the safe reopening of banking institutions across Odo-Otin/Ifelodun/Boripe Federal and Constituency of Osun State;
(ii) also urge the Inspector General of Police to immediately deploy sufficient, well-equipped security personnel-armed with modern weapons, communication tools, and operational patrol vehicles-to strategically cover key locations within the constituency and deter further criminal attacks; and
(iii) mandate the Committees on National Security and Intelligence and Legislative Compliance to ensure compliance.

ENACTED by the National Assembly of the Federal Republic of Nigeria as follows: - Issue a BILL of N1,814,073,708,392.00 from Federal Capital Territory Administration Statutory Revenue Fund.
(i) The Director of Treasury of the Federal Capital Territory Adminstration shall, when authorized to do so by warrants signed by the Minister Federal Capital Territory Administration with responsibility to pay out of the Federal Capital Territory Administration Statutory Revenue Fund of the Federal Capital Territory Administration during the financial year 2025 the sum specified by the warrants, not exceeding in the aggregate N1,814,073,708,392.00 (One Trillion, Eight Hundred and Fourteen Billion, Seventy Three Million, Seven Hundred and Eight Thousand, Three Hundred and Ninety Two Naira) Only; and
(ii) The amount mentioned in Section (1) of this BILL shall be appropriated to heads of Expenditure as indicated in the schedule to this BILL. - Release of Funds.
All amounts appropriated under this BILL shall be made from the Federal Capital Territory Administration Statutory Revenue Fund only for the purposes specified in the schedule to this BILL. - Payment of Revenue into the Statutory Account.
(i) All revenues accruing to the Federal Capital Territory Administration, including the Statutory Revenue distribution shall be paid into the Federal Capital Territory Administration’s Statutory Revenue Account; and
(ii) No monies shall be withdrawn from the Account mentioned in Section 3(1) above without appropriation by the National Assembly. - Virement.
In the event that the implementation of any of the projects intended to be undertaken under this BILL cannot be completed without virement, such virement shall only be effected with the prior approval of the National Assembly. - Quarterly Report.
The Minister of Federal Capital Territory and the Director of Treasury Federal Capital Territory Administration shall immediately upon the coming into force of this BILL furnish the National Assembly, on a quarterly basis, the status of the records of the Federal Capital Territory Statutory Accounts. - Waiver not to incur Expenditure.
Where, due to revenue shortfall, amounts appropriated under this BILL cannot be funded, the Minister of Federal Capital Territory shall seek from the National Assembly a waiver not to incur such expenditure. - Short Title.

EXPLANATORY MEMORANDUM
This BILL provides for the issuing out of the Statutory Revenue Fund of the Federal Capital Territory, the sum of N1,814,073,708,392.00 only, out of which N150,353,906,168.00 is for Personnel Costs and N352,029,677,448.00 is for Overhead Costs while the balance of N1,311,690,124,776.00 is for Capital Expenditure.
Synopsis of the report:
Hon. Muktar Betara stated that the report was a result of the referral to the House Committee on FCT by the House and the Committee held the necessary consultations and reviews alongside the Senate Committee on FCT and made due recommendations which is now before the Committee on Supply for consideration. He called on Members to support it for the proper and smooth administration of the Federal Capital Territory.

The Presiding Chairman praised the united spirit of the National Assembly as well as State Governors and other stakeholders for ensuring the passage of the Tax Reform Bills as it will ensure a proper tax regime for the speedy journey to prosperity for Nigerians.
Hon. Ahmed Jaha also commended the leadership of the House, caucus leaders as well as Hon. James Faleke who Chaired the Committee in making the passage of the Tax Reform Bills successful despite the pressure from different zones of the country.
