Plenary proceedings, House of Reps for Thursday, June 26th, 2025

After the recitation of the First stanza of the National Anthem, the National Pledge and opening prayer, the Speaker approved the votes and proceedings of Wednesday, June 25th, 2025.


ANNOUNCEMENTS:

  1. Communication form the President:

I. Decline of Presidential assent to the National Drug Law Enforcement Agency (NDLEA) Amendment Bill 2025. The refusal is due to the fact that the Bill seeks to give power to the NDLEA to retain a portion of the confiscated proceeds of drug related crimes and offenses. This contravenes the doctrine of necessity and accountability which determines that these proceeds in totality should to be transmitted directly to the coffers of the Federal Government.

  1. Honorable Members of the PDP have appointed Rt. Hon. Fred Agbedi as the new PDP caucus leader.
  2. Defection of Honorable Members:

I. Hon. Chimobi Atu (Enugu) from Labor Party to APC.

II. Hon. Joseph Nwobashi (Ebonyi) from APGA to APC.

  1. Membership of an Ad-Hoc Committee was announced and Hon. Jonathan Gbwefwi is to Chair it.

MATTERS OF URGENT PUBLIC IMPORTANCE:

  1. Hon. Emmanuel Uguru moved a motion on need for intervention and rehabilitation of a popular market in Abakiliki in Ebonyi state and it was seconded by Hon. Ari Abdulmumin. Hon. Emmanuel in leading the debate stated that the rainstorm ravaged the general and popular building market destroying stalls, warehouses, goods and belongings. He stated that some individuals were also injured and lost their means of livelihood. Hon. Emmanuel stated that the displaced victims have been left to live in unwholesome conditions and have began to exhibit symptoms of different ailments. He called on the National Emergency Management Agency to take immediate action and evaluate the number of victims in need of rehabilitation, and provide the necessary relief and assistance. He also called on the House Committee on Emergency and Disaster Preparedness to liaise with relevant authorities to ensure speedy compliance and report back to the House within 2 weeks. The motion was voted on, adopted and referred to the House Committee on Emergency and Disaster Preparedness.
  2. Hon. Ibe Osonwa moved a motion on the urgent need to investigate allegations of systematic abuse of office, lack of due process, corruption and asset seizing by the Nigeria Police Force and it was seconded by Hon. Nnamdi Ezechi. Hon. Ibe in leading the debate expressed concern that if such allegations continue to thrive, it gives the image of the police a shameful disposition in the public domain. He stated that there are widespread reports of unwholesome sharp practices in contract procedures, diversions of funds meant for the ‘Safe School Initiative’, procurement of arms from unverifiable international companies which comprises national security integrity, selling of police equipments and services to willing, but unverified public buyers etc. Hon. Ibe called on the House Committee on Public Accounts to investigate these damning allegations against the Nigeria Police and report back to the House within 6 weeks.

An amendment was proposed to also incorporate the House Committee on Public Procurement into the prayers of the motion. The motion was voted on, adopted as amended and referred to the House Committee on Public Accounts as well as that on Public Procurement.


MATTER OF PERSONAL EXPLANATION:

  1. Hon. Ali Isa rose on a matter of personal explanation siting Section 68(4) of the 1999 Constitution (as Amended) which empowers the President of Nigeria to either sign or decline assent to Bills sent to him from the National Assembly. He thanked President Bola Ahmed Tinubu for signing 2 critical establishment Bills in Gombe state. He conveyed the appreciation of the Governor and people of Gombe state to Mr. President on this regard.

Hon. Abdullahi Rasheed also from Gombe state stood up to appreciate the President for granting Presidential assent to the Establishment Bills.

MOTIONS
 

  1. Call for Intervention to Address the Gully Erosion in Ideato North/South Federal Constituency, Imo State:
    Hon. Ikenga Imo Ugochinyere Ikeagwuonu
     
    The House:
     
    Notes that Section 14 (2) (b) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) states that the primary purpose of Government is to protect the lives and properties of the citizens;  
     
    Also notes the devastating impact of the gully erosion in Ideato Federal Constituency, affecting over thirty-two (32) communities including Umueshi, Amanator, Urualla, Isiekenesi, Isiokpo, Umuaghobe, Ozuomee, Obodoukwu, Arondizuogu, Akokwa, Umumaisiaku, Umuobom and surrounding areas;
     
    Concerned that thirty-two (32) Communities in Ideato North/South Federal Constituency are currently facing gully erosion, threatening their lives and access to essential services like healthcare, education, trade and road infrastructures;
     
    Alarmed that the gully erosion has worsened, destroying homes, farmlands, causing total road collapse, in Umueshi-Amanator-Isiekenesi road, particularly the Urualla gigantic erosion sites 1, 2, and 3, which is currently threatening to sink the heart of Urualla and Afor Urualla communities, Umueshi, Amanator, Isiekenesi, Isiokpo, Umuaghobe, Ozuomee, Obodoukwu, Arondizuogu, Akokwa, Umumaisiaku, Umuobom Bridge;
     
    Recalls that Ideato land is home to influential national figures and patriots like Mbaonu Ojike, K.O. Mbadiwe, Elochukwu Njaka, Ferdinand Anaghara, and Maduakor, hence the need for urgent intervention to preserve their ancestral heritage;
     
    Commends the Federal Government’s Previous intervention at the Umuchima gully erosion site, which has been taken over by the Imo State Government;
     
    Aware that the erosion has destroyed lives and properties and if nothing is done urgently to curb the menace more lives and properties will be lost;
     
    Resolves to:
     
    (i) urge the Federal Government to declare Ideato Federal Constituency an erosion disaster zone, and take drastic steps to curtail gully erosion in the communities in Ideato North/South Federal Constituency;
     
    (ii) also urge the Federal Ministries of Works and Environment, the Ecological Funds Office, the Federal Road Maintenance Agency (FERMA), the Niger Delta Development Commission (NDDC), and the South East  Development Commission (SEDC)  to embark on immediate intervention, rehabilitate, reconstruct and remedial works on the Umueshi Amanator- Isiekenesi gully erosion and the collapsed Road, Urualla gigantic gully erosion sites 1, 2, and 3, Afor Urualla communities, Isiokpo gully erosion, Umuaghobe, Umumaisiaku, Akpulu, Akokwa, Obodoukwu and Arondizuogu gully erosion and the collapsed road, and the sinking Bridge in umuobom all in Ideato North/South Federal Constituency, Imo State;
     
    (iii) further urge the Federal Ministry of Humanitarian Affairs and Poverty Reduction, the National Emergency Management Agency (NEMA) to provide relief materials to the displaced victims of the gully erosion in Ideato North/South Federal Constituency, Imo state;
     
    (iv) mandate the Committees on Works, Emergency and Disaster Preparedness, Environment, Ecological Funds, South-East Development Commission (SEDC) and the Niger Delta Development Commission (NDDC) to ensure compliance and report within four (4) weeks for further legislative action.

  1. Electrification of Umumbo, Omasi, Umerum and Omor Communities through the Rural Electrification Projects:
    Hon. Gwacham Maureen Chinwe:
     
    The House:
     
    Notes that access to electricity is a fundamental driver of economic growth, social development and improved quality of life;
     
    Aware that Communities in Umumbo, Omasi, Umerum and Omor with significant population size and contributions to agriculture in Anambra State and Nigeria in general are unconnected to the national grid, while other Communities suffer from inadequate electricity supply;
     
    Concerned that these communities are the largest producers of rice, yam, and cassava in the State and the lack of stable electricity supply hampers agro-processing storage facility, small-scale enterprises, education, healthcare delivery, and general socio-economic advancement;
     
    Aware that the Rural Electrification Agency (REA) of Nigeria has a mandate to extend electricity to rural and underserved areas through grid extension, solar mini-grids, and other sustainable energy models;
     
    Also concerned that despite multiple appeals from Community stakeholders and local leaders, no significant intervention from Federal or State government to end the lingering electrification challenges in the Communities;
     
    Cognizant that electrifying these Communities will improve the living standards of the residents, boost agricultural productivity, reduce rural-urban migration and support microeconomic growth;
     
    Resolves to:
     
    (i) urge the Federal Ministry of Power and the Rural Electrification Agency (REA) to include Umumbo, Omasi, Umerum, and Omor communities in their immediate rural electrification project in the 2026 budget estimates;
     
    (ii) mandate the Committees on National Rural Electrification Agency and Rural Development to conduct a needs assessment of the affected communities and liaise with relevant federal agencies for intervention and report within four (4) weeks for further legislative action;
     
    (iii) mandate the Committee on legislative compliance to ensure compliance.

Debate
Hon. Gwacham Chinwe moved the motion on electrification of Umumbo, Omasi, Umerum and Omor communities through the Rural Electrification Projects and it was seconded by Hon. Peter Aniekwe. The motion was voted on, adopted and referred to the House Committee on Rural Electrification as well as that on Rural Development.

  1. Need for the Federal Government to Intervene on the Menace of Erosion and Flood at Fagge, Kano State:
    Hon. Muhammad Bello Shehu:

The House:
Notes the impending disaster of flood and erosion in Kano as predicted by the Nigeria Hydrological Services Agency (NIHSA) and National Emergency Management Agency (NEMA) that approximately 3.8 million Kano residents across 362 Communities are potentially at high risk of flooding;

Also notes that the House had passed three resolutions on these same issue on 25 July, 2023, 27 June, 2024 and in March, 2025 unfortunately, no action has been taken by NEMA, the Ecological Funds Office and the Ministries of Works and Environment;

Concerned that the Ecological Fund Office’s activities have been minimal over the past two years, raising concerns about their primary mandate of mitigating ecological issues;

Aware that Kwarin Gogau, Yanmata Gabas (Darerawa), Kwaciri (Sabon Birni, Alfa,Tudun Bojuwa, Alasawa, Jaba, Kwarin Akuya) and Kwakwaci all in Fagge Local Government Area of Kano State are faced with severe and destructive environmental degradation and poverty as a result of erosion and floods occasioned in the said communities;

Cognizant that the erosion and floods have severely impacted negatively on the industrial developments, leading to low food production, and if not addressed, the situation will worsen;

Resolves to:
(i) urge the Federal Ministry of Environment in conjunction with the Ecological Funds Office to intervene by assessing the erosion problems, provide erosion control and remediation projects in all the affected communities;
 
(ii) also urge the National Emergency Management Agency (NEMA), to supply relief materials to the affected areas;
 
(iii) further urge the Federal Ministry of Works to rehabilitate and reconstruct the affected roads;
 
(iv) mandate the Committee on Works to ensure compliance.

Debate
Hon. Muhammad Shehu moved the motion on the need for the Federal Government to intervene on the menace of erosion and flood at Fagge, Kano State and it was seconded by Hon. Hassan Hussain. The motion was voted on, adopted and referred to the House Committee on Works.
